In a large bowl, combine 2 cups of flour and 1 cup of salt. Gradually add 1 cup of water while stirring to combine. You’re aiming for a dough with a consistency similar to Play-Doh. If the dough feels too dry, add water a teaspoon at a time. If it's too sticky, add a bit more flour until it feels just right.
Form the mixture into a ball and knead it on a floured surface for about 5-7 minutes, until smooth and firm. This step is crucial for creating a durable dough that will hold its shape well.
Preheat your oven to 250 degrees Fahrenheit. Roll out your dough on a surface lightly dusted with flour to prevent sticking or on top of a sheet of parchment paper. Aim for a thickness of about 1/4 inch. TIP: place a sheet of parchment paper on top while rollin to prevent sticking.
Use the large heart cookie cutter to cut out a big heart. Then, position the smaller heart cutter in the center of the large heart and press down to cut out a smaller heart, creating a frame. If you plan to hang your frame, use a straw to poke a hole at the top of the heart.
Place your heart frames on a parchment-lined baking tray. Bake in the preheated oven, turning occasionally, until the dough becomes light golden and hard, about 30 minutes per 1/4 inch thickness. If any areas start to puff up during baking, gently pierce them with a toothpick to let out the steam.
Once cooled, paint your heart frames with acrylic paint in colors of your choice. After the paint dries, apply a coat of Mod Podge to seal the surface and give it a glossy finish.
